CORRECTIONS DIVISION The Corrections Division of the Suffolk County Sheriff's Office includes the Corrections Administrative Bureau, the Riverhead Correctional Facility, the Yaphank Correctional Facility, and the Special Operations Bureau. The Corrections Division is overseen by the Warden. Correctional Facilities Administrative Bureau Special Operations Human Trafficking Vocational Work Programs Correctional Facilities The Riverhead Correctional Facility has a maximum capacity of 840 inmates. It houses minimum, medium, and maximum security male and female inmates. The facility has linear and podular housing units, a state of the art medical/ dental/ mental health unit, a rehabilitation unit, and a visiting section. The Sheriff's Office Choose Your Path program is housed at the Riverhead Facility. The Yaphank Correctional Facility has a maximum capacity of 976 inmates. It houses minimum, medium, and maximum security male and female inmates. The facility has dormitory and podular housing units, a state of the art medical/ dental/ mental health unit, a medical pod, a rehabilitation unit, and a visiting section. The Sheriff's Addiction Treatment Program (SATP), the Veteran's Pod, the 55+ Pod, and the Choose To Thrive Program for female inmates are all housed at the Yaphank Facility. The Sheriff's Transition and Rehabilitation Team (START) Resource Center can also be found on the grounds of the Yaphank Correctional Facility. Administrative Bureau The Administrative Bureau has two main Sections, the Resource Management Section and the Records and Statistics Section. The Resource Management Section has ten subdivisions. The responsibilities and functions of these units are detailed below. However, in addition to those responsibilities specific to each of these units, the Resource Management Section is charged with acting as a coordinator of all tasks associated with the acquiring, tracking, maintaining, and safeguarding of the Correction Division’s assets, be they staff or inmate related, financial or material. The Resource Management Section ensures that the Division’s acquisitions are completed in the most fiscally prudent and responsible manner possible. These supplemental tasks include, but are not limited to: Each Section of the Correction Division is responsible for developing a budget request that reflects its operational needs for the following year. These budget requests are submitted to the Resource Management Section for compilation and coordination: The Resource Management Section is responsible for establishing, maintaining, and administering a comprehensive set of procedural guidelines for the Division that will ensure the fulfillment of our fiduciary duties related to the safeguarding and expenditure of inmate funds. The Resource Management Section works with the Suffolk County Comptroller to implement recommendations and revised accounting procedures. Coordinate the efforts of all units that have any responsibilities related to the finances and assets of inmates. Ensure that the Correction Division’s actions associated with managing its financial and material assets are consistent with sound business practices and our responsibilities as mandated by the various laws and jurisdictions under which we must operate. The Resource Management Section coordinates and schedules appointments for video conferencing between the Courts, attorneys, and inmates. The Sheriff’s Office works with the Suffolk County Child Support Enforcement Bureau (CSEB) to identify inmates in our custody in arrears on their child support obligations, hold any funds available, and forward to the court upon receipt of an appropriate order. The Resource Management Section’s responsibilities also include the coordination and supervision of the Information Technologies Section. The Asset Management Unit is responsible for coordinating and assembling the yearly operating budgets in preparation for their submittal to the Sheriff’s Office Accounting Section. The Commissary Unit is responsible for distributing items purchased through inmate funds. The Compliance Inspection Unit is responsible for ensuring that the Sheriff’s Office Correctional Facilities comply with all applicable rules and regulations. The Disciplinary Processing Unit investigates allegations of inmate misconduct to determine whether charges of inmate misconduct are substantiated and, if so, to discipline the guilty party by standards set forth to punish misbehavior fairly, impartially, and consistently. The Fire Safety and Inspections Unit is responsible for ensuring compliance with fire and life safety codes that protect the staff and inmates in the correctional facilities. The Grievance Processing Unit is responsible for the practical, fair, and timely resolution of inmate complaints. The Inmate Accounts Unit is responsible for maintaining prisoner-related bank accounts and their corresponding monthly bank reconciliation. The Integrated Systems Unit provides coordination and resolution of technical support issues associated with the correctional facility software and security system, the video conferencing system, and the drone detection system. The primary responsibility of the Operations and Procedures Unit is the production of and guardianship of the Suffolk County Sheriff’s Office Operations and Procedures Guide. The Operations and Procedures Unit is also responsible for updating and maintaining the inmate handbook containing Correctional Facility rules and regulations detailing acceptable behavior and appropriate discipline for life in the facilities. This Unit maintains pertinent information on all chemicals used and stored within the two facilities and maintains and distributes OSHA related equipment. The Records and Statistics Section consists of three subdivisions. The Section performs numerous duties for the Sheriff’s Office, the vast majority of which concern handling and processing court documents relating to the lawful commitment, discharge, and inmates’ movement to courts and outside agencies. The Records Unit processes all admissions and discharges, coordinates all court and transfer movements with both divisions of the Sheriff’s Office, and reviews and interprets all court documents. The Records Unit is the center of inmate information and is involved in compiling, processing, and disseminating this information throughout our office and outside agencies. The Writ Control Unit tracks and prepares paperwork for the take-out and return of any inmate ordered produced in Suffolk County on a Writ of Habeas Corpus and for Suffolk County inmates court-ordered to other jurisdictions in New York State. This Unit also prepares the paperwork associated with processing State-ready inmates The Document Management Unit is responsible for storing and managing all inactive records generated by the Records and Statistics Section.   • Human Trafficking | Suffolk County Sheriffs Office

    Learn more about the Human Trafficking Unit inside the Suffolk County Correctional Facilities. Sheriff's Anti-Trafficking Initiative The Sheriff’s Anti-Trafficking Initiative was the first of its kind in the country operating from inside a correctional facility. S.A.T.I. has been pioneering the campaign against human trafficking from the correctional standpoint by establishing a comprehensive and effective response to the crime. The unit works in collaboration with federal, state and local law enforcement agencies by developing and forwarding intelligence gleaned from the correctional facility setting. In addition, they refer victims and work closely with advocacy groups in efforts to assist the victims on their road to recovery. The principal objectives are to ensure that all victims of human trafficking who pass through our facility are identified, have access to the services they need to recover, and are supported throughout their long-term journey as survivors. What is Human Trafficking Human trafficking, in general terms, is holding someone in compelled service for labor or commercial sex acts, using whatever means necessary whether physical or psychological (force, fraud, or coercion). Causing someone under the age of 18 to engage in a commercial sex act, regardless of using force, fraud, or coercion is human trafficking under U.S. law. Every year, millions of men, women, and children are trafficked worldwide – including right here in the United States. It can happen in any community and victims can be any age, race, gender, or nationality. Traffickers might use violence, manipulation, or false promises of well-paying jobs or romantic relationships to lure victims into trafficking situations. Human trafficking can happen to anyone but some people are more vulnerable than others. Significant risk factors include recent migration or relocation, substance use, mental health concerns, involvement with the children welfare system and being a runaway or homeless youth. Often, traffickers identify and leverage their victims’ vulnerabilities in order to create dependency. Youth and teens can be more susceptible to becoming a victim of human trafficking, especially those who have recently immigrated, those who are displaced from their families or have significant issues in the home, and those who have a history of substance use. Knowing not only the signs of human trafficking but some of the grooming techniques and ways to protect your children are vital to keeping our youth safe. To report suspicious non-emergency human trafficking activity, contact Crime Stoppers at 1 (800) 220-TIPS. For urgent or life threatening situations, or if you suspect someone is in immediate danger, call 911. Here are some signs that someone could potentially b e a trafficking victim: Is the person disoriented or confused, showing signs of mental or physical abuse? Does the person have bruises in various stages of healing? Is the person fearful, timid, or submissive? Is the person often in the company of someone who seems to be in control of where they go or whom they talk to? Does the person appear to have a much older boyfriend or "daddy" that seems to be a strange or uncomfortable relationship? Does the person seem to be being watched or controlled? Does the person appear to be coached on what to say? Does the person lack personal possessions or appear to not have a stable living situation? Does the person seem to be abused or deprived of food, water, sleep, medical care, or other life necessities? Can the person freely contact friends or family and have the means to do so? Is the person allowed to socialize alone? Is the person permitted to freely attend religious services? Please note: It is unsafe to attempt to rescue a trafficking victim. You have no way of knowing how the trafficker may react or retaliate against you or the victim. If you believe you have identified someone who has escaped from or is currently being trafficked, please contact law enforcement immediately. There are several other indicators not listed that could imply someone is a victim of human trafficking, as well as being "groomed" to become a victim.   • Correctional Programming | Suffolk County Sheriffs Office

    Learn more about the importance of correctional programming at the Suffolk County Correctional Facilities. Correctional Programming Special Programs for County Inmates The Suffolk County Correctional Facility is well known for its rehabilitation programming. Under Sheriff Toulon's leadership, the jail has become a place where the word corrections means more than just providing secure housing, it's a place where people have opportunities to rebuild their lives, change their thinking, and obtain support. Correctional Counselors are on staff to meet with inmates during their first week at the jail. During these meetings, Correctional Counselors survey an inmate's needs and discuss future goals. Based on these initial discussions, inmates are enrolled in services and programs that will aid in their rehabilitation. Rehabilitation takes many forms. In some cases, county inmates are placed in special programmatic housing areas listed below. In other cases, they will have opportunities to enroll in vocational training, work programs, and attend meeting with groups such as Alcoholics Anonymous and many others. Programs like Council for Unity address gang-related issues, the Long Island Council for Drug and Alcoholism works with those addicted to a range of substances, and the Fatherhood Initiative provides classes in parenting and reconnecting with family. Upon entry to the Suffolk County Correctional Facility, inmates will be encouraged to participate in programs, and engage in re-entry counseling, which starts inside the jail and doesn't even end upon release. Our S.T.A.R.T. Resource Center on the grounds of the Yaphank Jail is a place where former inmates can receive ongoing assistance from the time they are released. Programmatic Housing Areas Choose Your Path is a programmatic housing area for incarcerated young adults between the ages of 18-25. It offers youth a robust selection of vocational training, schooling, counseling, pre-release and post-release transitional services, and mental health support. All of the inmates work a 40-hour work week doing a combination of programs and work assignments inside the jail. Correction Officers assigned to Choose Your Path received special training to work with young adults and a Correctional Counselor oversees the program. Choose to Thrive is a programmatic housing area for female inmates at the Suffolk County Correctional Facility. The program features a variety of supportive services, mental health services, vocational training, parenting and family reunification, and frequent visits from outside agencies that specialize in transitioning women from incarceration to the community. The initiative is overseen by a Correctional Counselor. The Sheriff’s Addiction Treatment Program (SATP) is an intensive substance abuse treatment initiative designed for incarcerated individuals with a range of criminal charges, all of which correlate to their substance use disorders. Participants in the program can either be sentenced or un-sentenced, but in either case, they must have a minimum of thirty days left in-custody to enter the program. Length of stay in the program varies, but it is guided largely by the individual’s progress. The program is designed around three basic educational phases. The SATP is staffed with Social Workers and Credentialed Alcoholism and Substance Abuse Counselors (CASACs) who provide both group and individual treatment sessions. Correction Officers are specifically dedicated to the treatment dorms and these officers are part of the treatment team. The Human Trafficking Unit is staffed by three correction officers that work along with other jail personnel, outside federal, state and local law enforcement agencies, and human service providers to identify victims of human trafficking and human traffickers. These officers use a variety of methods to identify possible trafficking victims as they enter the correctional facility, conduct interviews -- and train other staff to detect and report signs of trafficking. They are also making program/legal referrals, and pulling together outside resources with the goal of helping to provide incarcerated victims of human trafficking the tools to transition to a safer environment upon discharge. Since its inception in 2018, this initiative has led to the successful prosecution of numerous human trafficking and other criminal networks, while helping the victims to reclaim their lives. The Veterans and Senior Program POD at the Suffolk County Correctional Facility offers specialized services at the Suffolk County Correctional Facility geared towards older inmates, as well as veterans of the armed forces. The program includes case management and visits from human service providers that specialize in working with older inmates, as well as veterans. The Suffolk County Correctional Facility has partnered with the Northport VA and the Veterans of Foreign Wars to help veterans transition from jail to the community.

Qualifications Correction Officers Age At least 20.5 years of age at the time of testing and 21 years of age by the time of appointment. Citizenship All candidates must be a United States citizen at the time of appointment. You do not have to be a resident of Suffolk County to apply for or work for the Suffolk County Sheriff's Office. Background Correction Officers are entrusted with the responsibility of keeping our correctional facilities and incarcerated individuals safe. Therefore, there will be a qualifying medical, psychological, background and physical agility evaluation. Correction Officers are under the supervision of a higher-ranking officer. An officer in this class has the immediate responsibility for directing and supervising justice-involved individuals and maintaining order and security inside the Suffolk County Correctional Facilities. The officer is responsible for maintaining the custody, safety, and well-being of justice-involved individuals by enforcing the rules, regulations and laws to prevent disturbances, assaults, and escapes. Correction Officers are designated by New York State law as peace officers and may be required to carry firearms in the performance of certain duties. Correction Officers must have a good knowledge of the policies, rules and regulations of the Suffolk County Correctional Facilities and applicable New York State laws, rules and regulations. They must have a good knowledge of first aid techniques, skill in the use and care of firearms and other less lethal weapons as required, the ability to deal fairly but firmly with individuals under their care, the ability to communicate effectively and be in the physical condition to deal with the demands of the position. Deputy Sheriffs Age At least 19.5 years of age at the time of testing and 20 years of age by the time of appointment. Background Deputy Sheriffs are responsible for enforcing NYS laws including penal, civil and vehicle & traffic law, therefore, there will be a qualifying medical, psychological, background and physical agility evaluation. Deputy Sheriffs are under the general supervision of a commanding officer and have the responsibility of enforcing the laws of New York State, including Civil, Penal, and Vehicle & Traffic laws. Deputy Sheriffs make arrests, transport justice-involved individuals, serve legal processes, patrol highways, and secure court detention facilities. Routine assignments and special orders or the joining of task forces may be received from supervisors under the command of the Sheriff. Deputy Sheriffs must have a good knowledge of civil and criminal law as they pertain to departmental operations; a good knowledge of court procedures; good knowledge of first aid methods; skill in the use and care of firearms; the ability to understand and carry out oral and written instructions; the ability to act quickly and calmly in emergencies; the ability to enforce the law with firmness, tact and impartiality, and to deal courteously with the general public, as well as be in good physical condition to handle the demands of the position.

Motor Vehicle Levy A change in law went into effect on January 21, 2011 (see CPLR 5205). The Sheriff must now conduct his levies and sales on motor vehicles to conform to this new law. The new law gives a debtor a $5500.00 exemption above liens and encumbrances on his/her owned vehicle. The Sheriff will have to collect the debtor’s exemption, the lien amount on the vehicle (if there is one) and the expenses paid to levy the vehicle at the time of the Sheriff’s sale. If at the time of sale the bidding does not bring $5500.00 plus the lien amount, the sale is stopped and the vehicle will be returned to the debtor. The plaintiff can bid on the vehicle. The first $5500.00 plus the lien amount must be paid in cash. Any bids you make above this amount can be a credit bid which will reduce the amount of the judgment. Sheriff’s poundage will be paid in advance. Poundage is 5% of the vehicle value, or the execution amount (whichever is less).* This cost may or may not be reimbursed (or adjusted) from the proceeds of the sale. CAUTION: The Sheriff’s seizure and sale of a vehicle may not result in the satisfaction of your judgment. You may also lose the additional levy expenses. The sale may be delayed or stopped by a bankruptcy filing or other legal proceeding. The sale value of the vehicle is affected by mechanical damage, high mileage, age, and the condition of the vehicle inside and out. In order for the Sheriff to levy a debtor’s vehicle for the satisfaction of a money judgment you will have to provide the following information and documentation: Go to the New York State Department of Motor Vehicles (DMV) and fill out an MV15 form (download form here. ) You will receive an MV904N from DMV which will show title to the vehicle (who owns it) and if there is a lien on the vehicle. If there is a lienholder listed, we require proof from the lienholder of the balance due on the lien. You will have to contact the lienholder or hire an attorney who can obtain this information. Proof of the value of the vehicle. The proof is an appraisal from a licensed car dealer or an official book value. Forward a certified check or money order, payable to the Sheriff of Suffolk County, in the amount of $1000.00 in advance for expenses related to seizure, towing and storage. We may require additional expenses depending on the size of the vehicle, special towing, or special storage requirements.
